There are restrictions in some areas on the number of unrelated people on a single lease, but these would not apply to a sorority house anyway, because of the manner in which a sorority house is managed. The restrictions were passed in some jurisdictions because of university students renting "party houses"

At a certain point when you have a large number of unrelated people living/renting it risks becoming a form of subletting which, yes, plays havoc with zoning ordinance. I think you are on the money with this one.
