They know what they are recommending and to whom. All campaigns are approved, and any political content requires that you provide your actual name and address. They know what they are doing. People are paid hundreds of thousands of dollars to do this, and they are very good at it.

The problem with your example is that the teriyaki shop owner doesn’t know the handyman is a killer. In a lot of cases, the Tech company knows and they push even more killer handymen in your direction.
