Some serious mistakes were made in this article I'm afraid. You should have kept it to XB1/PS4 as this is what matters. In fact, it should be yelled over and over again so that in the future, there are no difference. And if there are still inferior performances on XB1, then so be it, buy a PS4.
Not sure I understand how the US (and Canada?) managed to fuck themselves up like that. Europe and Asia don't have data caps for the most part.

That's certainly a few of the things that irked me as well, although I don't think that's related to TES, but more how things have yet to be as polished. This is definitively more animation and sound syncronisation issues than it is of being "TES" mechanics so to speak, but I understand where you are coming from.
Nobody is forcing you to do the quests that can involve other players. You can explore and find personal instances as well.

FFXIV is anything, but solo friendly during leveling phase. By solo I mean avoiding other players interactions. Trying to lvl 1-50 only solo is an exercise in frustration made up of massive mob grinding and silly basic quests, then once quests are done, it's only massive grinding to do it.
This is indeed a difficult issue.
So far, it seems it's what they are trying to do, indeed.
By that definition, it's definitively not a MMO. Never had to wait.
If you can finish the entire lore content within a month of buying the game and possibly another month if needed, there is no reason to stay and pay extra monthly fees. At least until they release new personal/solo content/lore for you.
Main quest so far is definitively one-shot only and personal.
