I'm tall and concur that not reclining is much more uncomfortable than someone reclining into my knees. So...data point. Sitting that upright is torture for me, while having to spread my knees around the seat, while not ideal, is less torture.

FastTracking and bypassing aren't the same thing. And it makes a lot of sense to give preference as far as removing some red tape for these types of projects. It's a competitive advantage one state can get over another to ensure that these jobs and tax dollars come to their state.
