It's closer than some things I've seen called ironic. It does somewhat fit the definition of situational irony, since you would expect to be able purchase the consoles in the country that makes them and the opposite is true due to the ban.

I don't think that is true. Atlus USA was a subsidiary of Atlus and was folded into Index Holdings (Atlus JP's parent company) in 2010, becoming Index Digital Media, Inc. They may still publish under the Atlus name, but you'll find all everything on the back says Index.

Wouldn't this be more Westernization than censorship? Though they do both change the original intent.

It looks like Index spent ~42 million US dollars to gain controlling interest in Atlus back in 2006. That probably puts them well out well out of Kickstarter range, though it's hard to gauge a present value since the merger a couple of years ago.
