You dont really have proof of that.  Medtronic has stated that it is licensing a basic model to Tesla.  There's no evidence that Musk is having Tesla make it's own design.

GM asked for several million upfront from the government to retool their factory. As far as I’ve read, neither Tesla nor Ford have made similar requests.
