Everything I’ve read he has been white in and I believe he’s always been portrayed as white. I could be mistaken though since I didn’t start reading comics until the mid 90's and haven’t read every trade dating back to his creation.

I must have missed a ton of GITS series and movies where the team actual looks like “asian” people. Because most of the main characters in the stuff I have seen don’t look “asian” at all.

Even more ridiculous considering anime characters don’t look asian at all.
