I believe you get grouped into PVP groups based on when you started the game. Since Fahey started really early, his PVP group would naturally be higher power level.

Would you consider Poland part of Western Europe? I’ve always considered it part of Eastern Europe. They’re mostly Slavic and seem to have more in common with the rest of Eastern Europe than they do Germany or anything.
