You ain't ever been round these parts I suppose. This isn't the only town to have this regulation. Its quite common, no signals, lights etc are required unless operating at night. As long they are operating on roads with a posted speed limit of 25 mph or less. No cc limit, it does have to be a registered off road…

Depends, a town in my county legalized the use of atvs/dirtbikes on all 25mph roads within city limits, the town pop. is 15,000 mind you(http://en.wikipedia.org/wiki/Highland,_Utah)
