More like the base of the bridge deck is “ post tensioned” - Cables at tighned after the deck is in place. and agree that the “Roof” was a structural element. to help hold everything up until they attached the cables. Exactly - You are on the correct path. Based only on a preliminary view of the photos this was designed, as a central cable stayed bridge. It looks like the deck was set to be “Post-tensioned” - cables in the deck are tightened after the deck sections are in place. That was probably what they were doing that
