This isn’t a lie, the computer is fully powered off. It is just that before it does so it saves the OS kernel to the harddrive and loads that on boot.

There is something very wrong with your setup. Using windows 10 on a 5 year laptop and my boot time is under 30 seconds. Also using it on a brand new computer and its even quicker.
